Is it possible to change the culture of the date time parameter?

Yes. You can change the culture of the date time parameter in the Bold Reports^® JavaScript Report Viewer by changing the Report Viewer locale. To change the locale, see Report Viewer localization.

The Report Viewer cannot change the culture of a specific parameter or UI element. Change the culture of the whole Report Viewer instead.
